Chief Technology Officer (CTO) – PERA Department. PERA Lahore seeks an accomplished Chief Technology Officer to lead digital transformation initiatives and oversee all IT operations. This executive role offers an opportunity to shape technology strategy for Punjab’s premier regulatory authority.

Key Responsibilities

Technical Leadership

  • Spearhead PERA’s digital transformation roadmap

  • Oversee the development of enforcement monitoring systems

  • Implement cutting-edge solutions for headquarters and field stations

Team Management

  • Lead 50+ IT professionals across multiple disciplines

  • Establish software development best practices (Agile/DevOps)

  • Mentor technical teams and foster an innovation culture

Systems Architecture

  • Modernize legacy infrastructure to cloud-based platforms

  • Design secure, scalable solutions for regulatory operations

  • Implement robust cybersecurity frameworks

Strategic Initiatives

  • Drive adoption of emerging technologies (AI/ML, Blockchain)

  • Develop real-time monitoring dashboards (MIS/GIS)

  • Optimize government-wide electronic communication systems

Qualifications & Experience

Education

  • MS/MPhil (1st Division) in:

    • Computer Science

    • Software Engineering

    • Information Technology

OR

  • BS/Masters (1st Division) in the relevant field with additional experience

Experience

  • 10-12 years of progressive IT leadership experience

  • 4-5 years in public sector technology projects

  • Proven track record in:

    • Large-scale system implementations

    • Team leadership (50+ members)

    • Government digital transformation
